An article written by Pauliina Sutinen entitled “Account banks’ obligation to provide access to their clients’ bank account data under the Payment Services Directive 2 and outside of its scope – Open banking from a competition law perspective” concerns the concept of open banking under the PSD2 and outside of the scope of PSD2 from a competition law perspective. In particular, the open banking concept is assessed in light of the doctrine of refusal to supply under Article 102 of the Treaty on the Functioning of the European Union.

The article was first published in the Finnish Bar Association's Defensor Legis Journal 1/2020 (available in Finnish only). You can read the article here.
