Public Procurement Association Re-Elects Outi Jousi as President

Counsel Outi Jousi, who heads Hannes Snellman's Public Procurement Practice in Helsinki, has been re-elected as the president of the Finnish Public Procurement Association, for the third consecutive term.

Outi specialises in complex questions relating to public procurement and technology, giving practical advice to parties in projects both in the public and private sectors. She joined Hannes Snellman in 2017 from a global law firm and worked as in-house counsel for state entities before that. Her focus areas include novel technology procurement, tendering competitions, compliance, procurement-related disputes, and negotiations. Due to her technical background, Outi brought agile contracting to the market, and she continues developing new procurement market practices. Furthermore, she develops the public sector angle in M&A projects.

The Finnish Public Procurement Association promotes legal and interdisciplinary research related to public procurement, professional development, the sharing of best practices, and the promotion of public procurement, and it acts as a liaison between those interested in public procurement.
